         中国国家主席胡锦涛当地时间12日上午在夏威夷举行的亚太经合组织(APEC)工商领导人峰会上发表演讲。

　　在这篇题为《携手并进 共创未来》的演讲中，胡锦涛针对当前形势下亚太地区和世界经济的发展，提出以下四点看法。

    第一，完善全球经济治理机制，建立更加平等、更加均衡的新型全球发展伙伴关系。新的全球经济治理机制应反映世界经济格局变化，遵循相互尊重、集体决策原则，增加新兴市场国家和发展中国家的代表性和发言权。要促进发达国家和发展中国家相互理解、相互协调，发达国家应承担起在国际经济治理中的责任和义务，在发展问题上采取更多实际行动，新兴市场国家和发展中国家应立足自身国情、发展阶段和水平，承担力所能及的国际责任，共同推动世界经济平衡、包容、可持续、创新、安全增长。

　　第二，落实《亚太经合组织领导人增长战略》，实现绿色增长和创新增长。我们应大力倡导绿色发展理念，尊重各成员根据其资源禀赋、发展阶段、能力水平等具体情况自主选择绿色增长道路。要加强环境技术传播和合作，帮助发展中成员发展环境产业，避免产生新的绿色贸易壁垒，努力实现环境、贸易、发展共赢。要加强科技创新领域国际合作，推动世界经济发展更多依靠科技创新驱动，努力让科技创新成果更多惠及各国人民。

　　第三，维护多边贸易体制，深化区域经济一体化。我们应切实履行承诺，坚决反对和共同抵制各种形式的保护主义，推动建立均衡、普惠、共赢的多边贸易体制，继续积极推动多哈回合谈判，争取今年在对最不发达国家产品提供“免关税、免配额”问题上首先达成早期收获协议。中方支持以东亚自由贸易区、东亚全面经济伙伴关系、跨太平洋战略经济伙伴协定等为基础稳步推进亚太自由贸易区建设，实现亚太区域经济一体化目标。

　　第四，加强公共和私营部门合作，共同推动世界经济发展和经贸合作。工商界是亚太经济发展的主力军和国际经贸发展的重要推动力量，在引领亚太地区经济复苏、促进世界经济增长等方面发挥着重要作用。政府部门应更加重视工商界在经济发展中的作用，倾听工商界意见和建议，发挥工商界参与经济发展和区域合作的积极性和主动性。希望工商界继续提出战略性和前瞻性建议，就进一步推动贸易和投资自由化便利化、深化区域经济一体化、亚太经合组织长远发展等重大问题建言献策。
